The Opensignal Global Network Excellence Index leverages our proprietary data to provide a country-level ranking of mobile network excellence. It offers a real-world assessment based on direct measurements of user experience, evaluating countries across three core pillars:
 

  • 4G/5G Availability – The proportion of time users are connected to modern mobile networks, reflecting the accessibility of mobile infrastructure.
  • Excellent Consistent Quality (ECQ) – Evaluates how consistently networks support demanding applications such as video streaming, video calls, and gaming, ensuring a seamless user experience.
  • 4G and 5G Download Speed – Indicates a network’s capacity to handle future digital demands, assessing both current speeds and the potential for future scalability.

This quarter, we’ve refreshed our global index with an all-new interactive map, giving readers an instant visual snapshot of how mobile network experience compares across countries and regions worldwide.

 

Trends shaping mobile networks in Q3 2025

The third quarter of 2025 underscored a familiar but accelerating trend. Across all income groups, users spent more time on modern networks and experienced better 4G performance, even as 5G speed averages slid, impacted by realities of broader coverage and rising load.

 

 

4G/5G Availability

 

Over Q3 2025, 4G/5G Availability increased across all income groups, driven by better usage of spectrum resources — including spectrum refarming from ongoing shutdowns of 2G and 3G networks, and general infrastructure modernization supported by continuous investments. High- and upper-middle-income countries saw more modest improvements, between +0.2 and +0.9 percentage points, respectively. However, it is the lower-middle and low- income markets that recorded the largest gains — rising by +1.5 and +1.7 percentage points,  respectively, indicating that the latest generation networks were expanding faster in the underserved regions.

4G and 5G Download Speeds 

 

In Q3 2025, our data continues to reveal a shifting balance between coverage and speed as 5G networks mature. While users enjoy improved connectivity on 5G than previous generations, the broader 5G access is achieved through rollout into rural and indoor areas. This increasingly depends on low-band spectrum — which offers better network reach but lower throughput capacity. This pulls down the average 5G speeds even as overall availability of the latest generation network improves, and reflects the growing inclusivity of the network rather than a drop in performance quality over existing areas.

Across all income groups, 5G download speeds declined — most sharply in upper-middle-income markets (−13.5 Mbps) — reflecting the most acute phase where network expansion outpaces mid-band densification. As user penetration rises, traffic demand grows faster than available 5G capacity, and the common non-standalone architectures anchored to 4G cores continue to constrain efficiency. 

By contrast, 4G speeds increased modestly in nearly every group, driven by the redeployment of spectrum from legacy technologies, particularly following examples such as Oman’s nationwide 3G shutdown and the activation of new LTE carriers — prominent examples including Thailand and Slovakia. The migration of heavy data users to 5G has also alleviated 4G congestion, enabling LTE to deliver improved performance.

 

Looking ahead

The Q3 2025 results capture a global mobile landscape in transition. The industry is moving towards serving customers with 5G across the more remote areas of the country, not just the urban centers where rollout typically commences at early stages. This shift coincides with the winding down of 3G networks and the more efficient reuse of legacy spectrum for next-generation services.

Our data continues to show that network infrastructure investments from operators have a positive impact on 4G/5G Availability. We expect continued availability growth as refarming continues and coverage gaps are addressed. The lower- and middle-income markets, in particular, will continue closing this gap at the fastest pace. However, absolute disparities among markets will remain large – and uneven investment levels are likely to widen experience gaps between markets.

Meanwhile, 5G Download Speeds will continue to move towards maturity in more sparsely populated areas. But even as 5G scales, 4G will remain vital, as LTE will still carry a large share of the traffic in many markets for the foreseeable future, as 5G alleviates some of the congestion. In higher-income markets the 5G averages are expected to stabilize in the near future, and possibly start growing again once coverage expansion is completed, and new mid-band layers, 5G SA cores and network densification effects start to materialize at scale.

Ultimately, the data reveals a healthy evolution: networks are getting broader, smarter, and more inclusive. The next phase will be about converting that reach into sustained capacity and quality, ensuring that the benefits of 5G expansion are felt not just in coverage maps, but in the everyday experiences of users worldwide.
