The Opensignal Global Network Excellence Index leverages our proprietary data to provide a country-level ranking of mobile network excellence. It offers a real-world assessment based on direct measurements of user experience, evaluating countries across three core pillars:
 

  • 4G/5G Availability – The proportion of time users are connected to modern mobile networks, reflecting the accessibility of mobile infrastructure.
  • Excellent Consistent Quality (ECQ) – Evaluates how consistently networks support demanding applications such as video streaming, video calls, and gaming, ensuring a seamless user experience.
  • 4G and 5G Download Speed – Indicates a network’s capacity to handle future digital demands, assessing both current speeds and the potential for future scalability.

As part of this quarterly update, we have introduced a new feature: you can now download the data extract with metric values and ranks for your own analysis and research. 

 

 

Trends shaping mobile networks in Q2 2025

4G/5G Availability

 

In Q2 2025, 4G/5G Availability increased across all income groups, driven by new spectrum awards, spectrum refarming from ongoing shutdown of 2G and 3G, and continued global network modernization. High- and upper-middle-income countries saw modest improvements, averaging between 0.2 and 0.3 percentage points. In contrast, lower-income markets recorded the largest gains - rising by an average of 1.3 percentage points in lower-middle income, and 2.2 percentage points across low income markets, as next-generation networks expanded deeper into underserved regions.

Recent shutdowns of legacy networks – such as those in Oman, Macau, and Jamaica – underscore the varying outcome of this transition. For example, Oman’s 3G exit enabled near-complete LTE coverage and strong 5G expansion. However, for many operators, retiring older networks remains a complex task, often leading to temporary dips in availability due to transitional infrastructure challenges.

 

Meanwhile, spectrum auctions and regulatory coverage mandates continue to shape next-generation network deployment. Countries like Poland, Armenia, and India expanded 4G/5G services by deploying newly allocated low-band spectrum. In Spain, rural 5G rollout obligations helped boost national availability and reduce the digital divide.

 

 

4G and 5G download speeds 

 

In Q2 2025, we see the pattern across the high-income markets, which were generally the first to launch the latest generation network, that 5G Download Speeds are declining while 4G speeds are improving. This reflects a maturing 5G ecosystem, where rising adoption and heavy data use are outpacing capacity growth. As operators in these markets work to extend 5G coverage to the final, hard-to-reach segments of the population, including remote and sparsely populated areas – network strain is emerging. This broader rollout, while critical for population access, is contributing to declines in average 5G speeds seen across those markets.

This trend is clearly visible across income groups:

 

  • High income: In high-income markets, 5G Download Speed has declined but by a marginal amount, indicating that the efforts to extend coverage have largely been completed. 4G Download Speed, likewise, has remained stable.
  • Upper middle income: The situation is evolving differently in upper middle-income markets, where 5G speeds have dropped sharply, indicating a significant growth to user base, which rapidly saturates capacity in areas where spectrum or infrastructure investment do not keep pace.
  • Lower middle income: Meanwhile, lower middle-income markets are showing the opposite effect: 5G speeds are rising significantly. This reflects earlier-stage 5G deployments – where the efforts continue to roll out access in largest urban areas first. Networks are still relatively uncongested and performance is at its peak. 
  • Low income: Finally, in low-income markets, we see notable gains in 4G speeds, highlighting the continued importance and investment in legacy networks –  where 5G networks are still absent.

Concluding outlook:

In Q2 2025, global mobile networks are at varied stages in their transition toward 5G maturity. High-income markets have largely completed their radio access network upgrades and are now shifting focus to capitalizing on the capabilities of 5G Standalone (SA) and 5G-Advanced. Still, all markets continue to face the same common challenges – around capacity management and sustaining consistent user-experience. Worldwide, progress is being accelerated by the sunset of legacy 2G and 3G networks, more efficient utilization of spectrum assets, and regulatory-driven coverage obligations. These developments are helping expand 4G and 5G availability, particularly in underserved areas.

Global position:

South Korea remains 1st overall (no change in rank) in Q2 2025, with Excellent Consistent Quality improving by +0.1 p.p. (up 1 place). 4G Download Speed increased by +3.3 Mbps, while 5G Download Speed decreased by -4.1 Mbps, remaining at the same rank.

Land area group position:

South Korea retains its 1st position in the 'Small land area' group, with no changes to ranks in 4G/5G Availability, Excellent Consistent Quality, 4G Download Speed, and 5G Download Speed.

Regional position:

In East Asia and Pacific, South Korea remains 1st, with no rank changes across metrics including 4G/5G Availability, Excellent Consistent Quality, 4G Download Speed, and 5G Download Speed.

Income group position:

South Korea holds 1st among high-income countries, with an increase in Excellent Consistent Quality (up 1 place). Ranks for 4G/5G Availability, 4G Download Speed, and 5G Download Speed remained unchanged.

> 2. Denmark

Global position:

Denmark holds 2nd overall (up 1 place). It fell 2 places in 4G/5G Availability (-0.2 p.p.) and dropped 1 place in 4G Download Speed (-4.9 Mbps) and 5G Download Speed (-14.0 Mbps). However, it improved by 1 place in Excellent Consistent Quality (-0.9 p.p.).

Land area group position:

Denmark remains 2nd among 'Small land area' countries. It decreased by 1 place in 4G/5G Availability, 4G Download Speed, and 5G Download Speed, while Excellent Consistent Quality rank held steady.

Regional position:

Denmark moved up 1 place in the 'Europe and Central Asia' region. It fell 2 places in 4G/5G Availability and 1 place each in 4G Download Speed and 5G Download Speed, but improved by 1 place in Excellent Consistent Quality.

Income group position:

Denmark rose by 1 place overall but declined in several metrics, dropping 2 places in 4G/5G Availability, 1 in 4G Download Speed, and 2 in 5G Download Speed. Nonetheless, it improved by 1 place in Excellent Consistent Quality.

> 3. Norway

Global position:

Norway ranked 3rd overall (up 1 place) in Q2 2025, with improvements in 4G/5G Availability (up 1 place, +0.1 p.p.) and Excellent Consistent Quality (up 3 places, +0.3 p.p.). 4G Download Speed rank stayed the same, with a decrease of -0.4 Mbps, while 5G Download Speed fell 2 places despite a gain of +3.5 Mbps.

Land area group position:

Norway is 1st in the 'Large land area' group (up 1 place). It rose 1 place in 4G/5G Availability and 2 places in Excellent Consistent Quality. The rank for 4G Download Speed remained unchanged, while 5G Download Speed fell by 1 position.

Regional position:

Norway moved up to 2nd in the 'Europe and Central Asia' region (up 1 place). The country improved by 1 place in 4G/5G Availability and 3 places in Excellent Consistent Quality. 4G Download Speed rank stayed the same, whereas 5G Download Speed fell 2 places.

Income group position:

In high-income countries, Norway rose to 2nd (up 1 place). It improved by 1 place in 4G/5G Availability and climbed 3 places in Excellent Consistent Quality. The rank for 4G Download Speed remained unchanged, and 5G Download Speed fell by 1 place.

> 4. Finland

Global position:

Finland is ranked 4th overall for Q2 2025, dropping 2 places. The country fell 3 ranks in 4G/5G Availability (-0.1 p.p.) and 17 places in Excellent Consistent Quality (-9.0 p.p.). It decreased 2 places in 4G Download Speed (-2.5 Mbps) and 10 places in 5G Download Speed (-23.4 Mbps).

Land area group position:

Finland dropped to 2nd in the 'Large land area' group, falling 2 places in 4G/5G Availability, 3 places in Excellent Consistent Quality, and 4 places in 5G Download Speed, while 4G Download Speed rank remained unchanged.

Regional position:

In the 'Europe and Central Asia' region, Finland's overall rank declined by 2 places, dropping 1 place in 4G/5G Availability, 14 places in Excellent Consistent Quality, 2 places in 4G Download Speed, and 4 places in 5G Download Speed.

Income group position:

Finland fell 2 places in the 'High income' group, with a drop of 3 ranks in 4G/5G Availability and 16 ranks in Excellent Consistent Quality. Its rank for 4G Download Speed decreased by 2 places, while 5G Download Speed fell by 8 places.

> 5. Lithuania

Global position:

Lithuania ranks 5th overall (up 9 places) in Q2 2025, boosted by a +1.1 p.p. increase in 4G/5G Availability (up 9 places) and a significant +52.2 Mbps jump in 5G Download Speed (up 19 places). Excellent Consistent Quality improved by 1 place but dropped by -1.4 p.p., while 4G Download Speed fell by 1 place (+0.6 Mbps).

Land area group position:

Lithuania moved up to 3rd (up 7 places) among 'Small land area' countries. It improved by 9 places in 4G/5G Availability and 12 places in 5G Download Speed, while its rank in Excellent Consistent Quality remained unchanged, and it fell 2 places in 4G Download Speed.

Regional position:

Lithuania rose to 4th in 'Europe and Central Asia' (up 6 places), with improvements of 7 places in 4G/5G Availability and 8 places in 5G Download Speed. It also climbed 2 places in Excellent Consistent Quality but dropped 1 place in 4G Download Speed.

Income group position:

Lithuania ranks 5th (up 9 places) among high-income countries. It improved by 9 places in 4G/5G Availability and 1 place in Excellent Consistent Quality. The country advanced 14 places in 5G Download Speed but fell 1 place in 4G Download Speed.

> 6. Netherlands

Global position:

The Netherlands is ranked 6th overall in Q2 2025, down 1 place. It improved by 1 place in 4G/5G Availability (+0.2 p.p.) but fell 9 places in Excellent Consistent Quality (-4.0 p.p.). 4G Download Speed rose by 1 place despite a decrease of 3.1 Mbps, while 5G Download Speed dropped 8 places, losing 14.3 Mbps.

Land area group position:

In the 'Small land area' group, the Netherlands is now 4th (down 1 place). It improved by 1 place in 4G/5G Availability but dropped 8 places in Excellent Consistent Quality. The rank for 4G Download Speed improved by 1 place, while 5G Download Speed decreased by 5 places.

Regional position:

Overall, the Netherlands fell 1 place in its group. It rose by 1 place in 4G/5G Availability and 4G Download Speed but dropped 7 places in Excellent Consistent Quality and 5 places in 5G Download Speed.

Income group position:

Among high-income countries, the Netherlands fell 1 place. It gained 1 place in 4G/5G Availability and 4G Download Speed, but dropped 8 places in Excellent Consistent Quality and 5 places in 5G Download Speed.

> 6. Taiwan

Global position:

Taiwan is ranked 6th globally (up 2 places). 4G/5G Availability remained unchanged. Excellent Consistent Quality improved by 5 places, despite a -0.3 p.p. drop in the metric score. 4G Download Speed rose by 1 place with no metric score change, while 5G Download Speed fell 8 places, decreasing by 19.2 Mbps.

Land area group position:

Taiwan moved up to 4th among 'Small land area' countries (up 1 place). 4G/5G Availability rank remained stable, Excellent Consistent Quality improved by 3 places, and 4G Download Speed rose by 1 place, while 5G Download Speed dropped 5 places.

Regional position:

Taiwan maintained its rank at 2 (no change). It improved by 1 place in Excellent Consistent Quality and 4G Download Speed, while 5G Download Speed decreased by 1 place. There was no change in rank for 4G/5G Availability.

Income group position:

Taiwan moved up to 6th in the 'High income' group (up 2 places). 4G/5G Availability rank remains unchanged. It improved by 4 places in Excellent Consistent Quality and 1 place in 4G Download Speed, but fell 6 places in 5G Download Speed.

> 8. Sweden

Global position:

Sweden dropped to 8th (down 2 places) in Q2 2025. It improved its 4G/5G Availability by 2 places (+0.2 p.p.) but saw Excellent Consistent Quality decrease by 0.2 p.p. 4G Download Speed fell 5 places (-2.3 Mbps), while 5G Download Speed rose 5 places (+0.7 Mbps).

Land area group position:

Sweden remained 3rd in the 'Large land area' group, improving 1 place in 4G/5G Availability, stable in Excellent Consistent Quality, unchanged in 4G Download Speed, and dropped 1 place in 5G Download Speed.

Regional position:

In the 'Europe and Central Asia' region, Sweden moved down to 6th (down 1 place), improving 4G/5G Availability by 1 place, with no change in Excellent Consistent Quality. It fell 5 places in 4G Download Speed and 2 places in 5G Download Speed.

Income group position:

Sweden's rank declined to 8th among high-income countries (down 2 places) but improved by 2 places in 4G/5G Availability. There was no change in Excellent Consistent Quality. It dropped 4 places in 4G Download Speed and 1 place in 5G Download Speed.

> 9. Slovenia

Global position:

Slovenia maintains 9th place globally, with a drop of 4 places in 4G/5G Availability (no metric score change). It improved by 3 places in Excellent Consistent Quality (down 1.1 p.p.), climbed 8 places in 4G Download Speed (+5.7 Mbps), and rose 2 places in 5G Download Speed (+4.9 Mbps).

Land area group position:

In the 'Small land area' group, Slovenia remains 6th overall, dropping 4 places in 4G/5G Availability. It gained 2 places in Excellent Consistent Quality, 5 places in 4G Download Speed, and 2 places in 5G Download Speed.

Regional position:

In 'Europe and Central Asia', Slovenia stays in 7th place, dropping 4 places in 4G/5G Availability. It improved by 3 places in Excellent Consistent Quality, climbed 6 places in 4G Download Speed, and rose 1 place in 5G Download Speed.

Income group position:

Slovenia stays 9th among high-income countries, dropping 4 places in 4G/5G Availability, improving by 3 places in Excellent Consistent Quality, climbing 7 places in 4G Download Speed, and rising 1 place in 5G Download Speed.

> 9. Luxembourg

Global position:

Luxembourg ranks 9th (up 2 places) in the Global Network Excellence Index. The 4G/5G Availability rank is unchanged, but the score rose by 0.4 p.p. Excellent Consistent Quality improved to 6th (up 6 places, +1.0 p.p.). In 4G Download Speed, it moved to 6th (up 2 places, +3.8 Mbps), while in 5G Download Speed, it advanced to 6th (up 6 places, +16.1 Mbps).

Land area group position:

Luxembourg is 6th among 'Small land area' countries (up 2 places). The rank in 4G/5G Availability remains unchanged. It improved to 5th in Excellent Consistent Quality (up 3 places), 6th in 4G Download Speed (up 1 place), and 7th in 5G Download Speed (up 3 places).

Regional position:

Luxembourg ranks 7th in the 'Europe and Central Asia' region (up 1 place). No change in 4G/5G Availability rank; it improved to 4th in Excellent Consistent Quality (up 5 places), and went up to 6th in 4G Download Speed (up 2 places) and 5th in 5G Download Speed (up 4 places).

Income group position:

Luxembourg is now 9th in the High Income group (up 2 places). Its 4G/5G Availability rank is stable. There’s a significant rise to 6th in Excellent Consistent Quality (up 6 places), 6th in 4G Download Speed (up 2 places), and 5th in 5G Download Speed (up 5 places).

> 11. Australia

Global position:

Australia ranks 11th overall (up 2 places), with improvements in 4G/5G Availability (+2 places, +0.1 p.p.), Excellent Consistent Quality (+5 places, +0.1 p.p.), and 4G Download Speed (+4 places, +2.7 Mbps). However, it fell 4 places in 5G Download Speed (-1.0 Mbps).

Land area group position:

Australia remains 4th among 'Large land area' countries. It improved its 4G/5G Availability (up 1 place) and Excellent Consistent Quality (up 2 places), while advancing 1 place in 4G Download Speed and dropping 1 place in 5G Download Speed.

Regional position:

Australia is now 3rd in the East Asia and Pacific group (up 1 place), with gains in 4G/5G Availability, Excellent Consistent Quality, and 4G Download Speed, while the rank for 5G Download Speed remained unchanged.

Income group position:

Australia moved up 2 places to 11th among high-income countries, improving by 2 places in 4G/5G Availability and 4 places in Excellent Consistent Quality. It also gained 2 spots in 4G Download Speed, while maintaining its rank in 5G Download Speed.

> 12. Singapore

Global position:

Singapore is ranked 12th overall, down 2 places in Q2 2025. The 4G/5G Availability rank remained steady, but the score decreased by 0.1 percentage points. Singapore improved in Excellent Consistent Quality (up 2 places) despite a 0.4 percentage point drop. The country fell 4 places in 4G Download Speed (-0.7 Mbps) and maintained its rank in 5G Download Speed while seeing a decrease of 4.5 Mbps.

Land area group position:

Singapore's overall group rank is now 8th (down 1 place). The 4G/5G Availability rank is unchanged. It improved in Excellent Consistent Quality (up 2 places) but fell 3 places in 4G Download Speed, with no change in 5G Download Speed rank.

Regional position:

In the East Asia and Pacific region, Singapore dropped 1 place to 4th overall. The 4G/5G Availability rank fell 1 place, with no changes in Excellent Consistent Quality, 4G Download Speed, and 5G Download Speed ranks.

Income group position:

Singapore's rank among high-income countries is now 12th, down 2 places. The 4G/5G Availability and 5G Download Speed ranks remained the same. The country improved by 2 places in Excellent Consistent Quality but declined by 3 places in 4G Download Speed rank.

> 13. Estonia

Global position:

Estonia ranked 13th overall in Q2 2025, up 6 places. Its 4G/5G Availability improved by 5 places (+0.5 p.p.), while Excellent Consistent Quality remained unchanged (-1.2 p.p.). The country climbed 5 places in 4G Download Speed (+3.6 Mbps) and rose 3 places in 5G Download Speed (+12.6 Mbps).

Land area group position:

In the 'Small land area' group, Estonia moved up 5 places to 9th. It improved by 5 places in 4G/5G Availability, while Excellent Consistent Quality fell by 1 place. Estonia also climbed 3 places in 4G Download Speed and 1 place in 5G Download Speed.

Regional position:

Estonia rose 5 places to 9th in the 'Europe and Central Asia' region. Specifically, it improved by 4 places in 4G/5G Availability, climbed 1 place in Excellent Consistent Quality, advanced 3 places in 4G Download Speed, and moved up 1 place in 5G Download Speed.

Income group position:

Estonia moved up 5 places to 13th in the 'High income' group. It improved by 5 places in 4G/5G Availability, with no change in Excellent Consistent Quality. Additionally, it advanced 4 places in 4G Download Speed and 2 places in 5G Download Speed.

> 14. Austria

Global position:

Austria is ranked 14th overall (up 1 place) in the Global Network Excellence Index. It improved by 5 places in 4G/5G Availability (+0.7 p.p.), but dropped 6 places in Excellent Consistent Quality (-2.8 p.p.). Austria increased its 4G Download Speed rank by 2 places despite a -0.8 Mbps decrease and climbed 2 places in 5G Download Speed with a +13.8 Mbps increase.

Land area group position:

Austria moved up 1 place in the 'Small land area' group. It improved by 3 places in 4G/5G Availability and 2 places in 4G Download Speed, but fell 7 places in Excellent Consistent Quality, with no change in 5G Download Speed.

Regional position:

Austria rose 1 place to 10th in the region. It gained 2 places in 4G/5G Availability and 1 place each in 4G Download Speed and 5G Download Speed, but dropped 5 places in Excellent Consistent Quality.

Income group position:

Austria rose 1 place to 14th in its income group. It improved by 4 places in 4G/5G Availability but fell by 5 places in Excellent Consistent Quality. Austria advanced 1 place in 4G Download Speed and climbed 4 places in 5G Download Speed.

> 15. Latvia

Global position:

Latvia rose to 15th overall (up 9 places) in the latest Global Network Excellence Index, with 4G/5G Availability stable (+0.1 p.p.), Excellent Consistent Quality improving by 11 places (+1.4 p.p.), 4G Download Speed up 1 place (+3.2 Mbps), and 5G Download Speed unchanged (+0.4 Mbps).

Land area group position:

In the 'Small land area' group, Latvia climbed to 11th (up 6 places), boosted by a 10-place rise in Excellent Consistent Quality and 1 place up in 5G Download Speed, while 4G/5G Availability and 4G Download Speed remained stable.

Regional position:

Latvia advanced to 11th (up 6 places) in the Europe and Central Asia region. Despite a 1-place drop in 4G/5G Availability, it improved by 10 places in Excellent Consistent Quality and advanced by 1 place in 5G Download Speed, with no change in 4G Download Speed.

Income group position:

Within 'High income' countries, Latvia climbed to 15th (up 8 places), maintaining its rank in 4G/5G Availability, while Excellent Consistent Quality rose by 9 places, and it improved by 1 place in both 4G and 5G Download Speed.

> 16. United States of America

Global position:

The United States of America ranks 16th in Q2 2025, up 4 places. 4G/5G Availability remained unchanged but dropped by 0.1 p.p. Excellent Consistent Quality rose 6 places (+0.3 p.p.), while 4G Download Speed improved by 1 place (+1.1 Mbps). However, 5G Download Speed fell 3 places despite an increase of 3.1 Mbps.

Land area group position:

In the 'Large land area' group, the USA rose 1 place to 5th. There was no change for 4G/5G Availability and 5G Download Speed, but Excellent Consistent Quality improved by 3 places, and 4G Download Speed rose by 2 places.

Regional position:

In North America, the USA maintained its top position. 4G/5G Availability, 4G Download Speed, and 5G Download Speed ranks held steady. The USA improved by 1 place in Excellent Consistent Quality.

Income group position:

Among high-income countries, the USA moved up 3 places to 16th. It maintained its rank for 4G/5G Availability, advanced 5 places in Excellent Consistent Quality, improved 2 places in 4G Download Speed, while dropping 2 places in 5G Download Speed.

> 17. Iceland

Global position:

Iceland fell to 17th overall (down 11 places) in Q2 2025, with a drop in 4G/5G Availability (down 8 places, -0.5 p.p.) and Excellent Consistent Quality (down 20 places, -6.5 p.p.). 4G Download Speed remained unchanged (-2.1 Mbps), while 5G Download Speed decreased by 1 place (-4.9 Mbps).

Land area group position:

Iceland dropped to 12th in the 'Small land area' group (down 8 places), with declines of 5 places in 4G/5G Availability and 10 places in Excellent Consistent Quality. Its rank in 4G Download Speed stayed the same, and 5G Download Speed fell by 1 place.

Regional position:

Iceland's rank in the 'Europe and Central Asia' region is now 12th (down 7 places), with decreases of 4 places in 4G/5G Availability and 14 places in Excellent Consistent Quality. Rankings for 4G and 5G Download Speed remained unchanged.

Income group position:

Iceland's rank among high-income countries is now 17th (down 11 places), with drops of 6 places in 4G/5G Availability and 16 places in Excellent Consistent Quality. Ranks for 4G Download Speed and 5G Download Speed did not change.

> 18. Croatia

Global position:

Croatia ranks 18th overall (up 3 places) in the Global Network Excellence Index. Its 4G/5G Availability rank fell by 2 places, unchanged in metric score. Excellent Consistent Quality improved by 1 place despite a drop of 1.5 percentage points. 4G Download Speed rose 5 places (+5.0 Mbps) and 5G Download Speed rose 5 places (+15.1 Mbps).

Land area group position:

In the 'Small land area' group, Croatia improved to 13th (up 2 places). It gained 1 place in 4G/5G Availability and maintained its rank in Excellent Consistent Quality. Additionally, it rose 2 places in both 4G Download Speed and 5G Download Speed.

Regional position:

Regionally, Croatia advanced to 13th in 'Europe and Central Asia' (up 2 places) with no change in 4G/5G Availability. It improved by 2 places in Excellent Consistent Quality, 4 places in 4G Download Speed, and 1 place in 5G Download Speed.

Income group position:

In high-income countries, Croatia moved up 2 places to rank 18th. Its 4G/5G Availability rank dropped by 2 places, while Excellent Consistent Quality rose by 1 place. Notably, it climbed 4 places in 4G Download Speed and 5 places in 5G Download Speed.

> 19. Bulgaria

Global position:

Bulgaria ranks 19th overall, down 7 places.
