Uzbekistan, Central Asia’s most populous country, is moving quickly to modernize its mobile infrastructure as part of a broader digital transformation agenda. This report explores key developments in the market, assessing the experience with individual mobile network operators (MNOs) and the country’s overall position within the region.

Key Findings:

  • Uzbekistan’s mobile networks are undergoing rapid transformation. All four national operators are investing in 4G densification and 5G rollout, supporting Uzbekistan’s 2030 digital ambitions. Reflecting this progress, average 4G Download Speed has jumped by 32% in just six months, climbing from 16Mbps to 21.1Mbps.
  • Beeline Uzbekistan is the fastest mobile network and offers the best overall quality of experience in the country. Beeline Uzbekistan has market leading experience in H1 2025 — having the fastest Download Speed Experience (20.2 Mbps) and Consistent Quality (33.9%). For Upload Speed Experience — Beeline Uzbekistan shares the top position with UZTELECOM and Ucell.
  • Strong progress, with room to match top regional peers. Looking through the lens of Opensignal’s latest edition of Global Network Excellence Index (Q2 2025), Uzbekistan ranks 3rd among its Central Asian peers. Network capacity looks promising already; however, challenges remain in network consistency and availability. 5G deployment is underway, with operators expanding coverage to more cities as part of Uzbekistan’s digital transformation, and as national adoption increases, it will soon be included in the 5G ranking within our index.

 

Market context

Uzbekistan’s mobile market is rapidly evolving, driven by accelerating network deployments, early 5G rollouts, and sweeping regulatory reform. This transformation supports the national "Uzbekistan 2030" strategy, which aims to position the country as a regional IT hub through universal broadband and fibre access, full mobile coverage of highways, and 5G availability across the capital and regional centres.

Still, Uzbekistan stands at an earlier stage of market maturity compared to some of its regional peers. Uzbekistan’s mobile penetration of around 94% lags behind Kazakhstan’s 135% and Kyrgyzstan’s 167%, according GSMA Intelligence data for Q2 2025, yet it benefits from having the largest population in Central Asia. With accelerating GDP growth, rising ARPU, and ongoing 4G/5G infrastructure investments, the country represents a timely and promising opportunity for capture of digital growth.

All four national operators — Beeline Uzbekistan (VEON), UZTELECOM, Ucell, and Mobiuz — have invested heavily in network expansion, particularly to densify 4G and activate 5G in major cities. Investments in Uzbekistan’s mobile networks are visibly translating into improved user experience. 4G Download Speed saw a 32% increase within just six months, rising from 16 Mbps in Q4 2024 to 21.1 Mbps in Q2 2025, as recorded in Opensignal’s Global Network Excellence Index. This suggests that the network has improving capacity, a good sign for the future. However, despite the rapid pace of 5G rollout, national 5G adoption has not yet reached the level required for inclusion as a standalone component in the index — underscoring the early stage of Uzbekistan’s 5G network development.

 

Experience with operators 

In the first half of 2025, Beeline Uzbekistan emerged as the strongest performer in Uzbekistan’s mobile network landscape:

 

Looking at Download Speed Experience, Beeline Uzbekistan delivers the fastest average download speed across Uzbekistan with a 20.2Mbps score. UZTELECOM follows with 17.9 Mbps, while Ucell and Mobiuz trail behind in third and fourth at 16.2Mbps and 14.2Mbps respectively. Download Speed Experience reflects the typical everyday speeds users see across an operator’s mobile data network.
 

In terms of Upload Speed Experience — Beeline Uzbekistan, UZTELECOM and Ucell share the top spot with statistically tied scores of 5.8-6.6Mbps, while Mobiuz is behind with 4.2Mbps. Upload Speed Experience captures the average speeds users experience when transmitting data over the network.
 

Beeline Uzbekistan also ranks highest in Consistent Quality, with 33.9% of our user tests successfully supporting thresholds on their phones for demanding mobile applications. Ucell follows with 30.4%, while Mobiuz and UZTELECOM tie with 26.5%. Consistent Quality measures experience across key performance indicators including throughput, latency, jitter, packet loss and time to first byte. 

 

 

Uzbekistan’s position in the region

The Opensignal Global Network Excellence Index leverages our proprietary data to provide a market-level ranking of mobile network excellence. In the latest Q2 2025 release, Uzbekistan placed 3rd out of 5 Central Asian peers. Among the group of large land area markets (200,000+km²), Uzbekistan ranked 47th out of 72, standing close to major markets like Nigeria (44th) and Pakistan (49th). 
 


A closer look at the components reveals mixed progress compared to global peers:
 

  • 4G/5G Availability — This component measures the proportion of time users are connected to modern mobile networks, reflecting the accessibility of mobile infrastructure. Uzbekistan ranks 3rd in Central Asia, and 45th among large land area markets for 4G/5G Availability with mobile users being connected to 4G or 5G signal on their devices 82.3% of the time.
  • Excellent Consistent Quality (ECQ) — Evaluates how consistently networks support demanding applications such as video streaming, video calls, and gaming, ensuring a seamless user experience. Uzbekistan ranks 2nd in Central Asia for ECQ, and 51st among large land area markets, with an experience score of 33.6%.
  • 4G and 5G Download Speed — Indicates a network’s capacity to handle future digital demands, assessing both current speeds and the potential for future scalability. Uzbekistan ranks 4th in Central Asia for 4G Download Speed and 47th among large land area markets, with average speed across the country of 21.1Mbps on 4G networks. With the latest generation network already launched, Uzbekistan’s 5G coverage is expanding quickly. Once national deployment reaches the required threshold, it will be included in the 5G component of our Global Network Experience Index.
