Türkiye’s 5G spectrum auction, held on October 16, 2025, represents a significant milestone in the country’s telecom evolution.

In this blog, we reflect on where Türkiye stands today — examining the maturity of its mobile market, the outcomes of the 2025 5G spectrum auction, and what these developments mean for the country’s digital future.

A competitive market ready for 5G

Türkiye’s mobile market has around 82 million mobile connections as of Q3 2025 as per GSMA Intelligence

Within this, mobile internet connectivity is now well established, with 4G accounting for nearly 97% of all mobile connections and 3G & 2G making up the remaining 3%.

Smartphone penetration has reached 91.5% of the population, placing Türkiye among the region's most data-centric markets. This high penetration, coupled with 77% of users on post-paid contracts, reflects a financially resilient, digitally sophisticated subscriber base -– a crucial foundation for successful 5G adoption. 

Three operators, one ambition 

Türkiye’s telecom sector is led by three national operators, each well-positioned to shape the country’s 5G future as of Q2 2025 as per ICTA Data:

  • Turkcell — the market share leader with about 40.1 % market share, leveraging a very dense LTE network.
  • Türk Telekom — around 29.6 % market share, benefiting from fiber backhauling and steady growth as with 54% of LTE base stations already fiber-connected.
  • Vodafone Türkiye — about 30.3 % market share is prepared to launch 5G in the country, leveraging its extensive 5G global experience as per Vodafone Türkiye CEO, Aksoy

Together, these players form a highly competitive ecosystem that has consistently driven improvements in coverage, performance, and innovation — now setting the stage for nationwide 5G deployment. 

The Road to 5G

Türkiye’s 5G journey has been years in the making. The Information and Communication Technologies Authority (Bilgi Teknolojileri ve Iletisim Kurumu, BTK) first authorised 5G trials in 2019, allowing Turkcell, Türk Telekom, and Vodafone Türkiye to test 5G in Istanbul, Ankara, and Izmir.


In July 2022, A localized commercial launch of 5G services took place in Istanbul Airport.

 

In June 2025, Abdulkadir Uraloğlu, Turkey’s Transport and Infrastructure Minister, announced that the country plans to hold its 5G tender in August and expects the first 5G signals in 2026, while emphasising investment rather than revenue generation.

 

 

This timeline balanced technological maturity, device readiness, and domestic industry capacity resulting in a well-prepared 5G ecosystem.

Türkiye – Mobile Spectrum Holdings (Pre-2025 5G Auction)

Before assessing the impact of the 2025 5G spectrum auction, it’s important to understand the baseline market dynamics.

Prior to October 2025, Türkiye’s three mobile networks operated across five existing spectrum bands (800 MHz, 900 MHz, 1800 MHz, 2100 MHz, and 2600 MHz), which supported their 2G, 3G, and 4G services nationwide. These frequencies formed the core of the country’s mobile broadband capacity but offered limited potential for ultra-high-speed or low-latency 5G applications. Also, these 4G-era licences are set to expire in 2029, marking a critical regulatory milestone. 

But the good news that alongside the 5G auction, the renewal terms for these existing spectrum licences were also confirmed. Under the new framework, all operators will retain their current spectrum holdings beyond 2029 by paying an annual licence fee equivalent to 5% of their mobile service revenue. 

This measure provides long-term regulatory certainty, supports sustained investment planning, and fosters a healthier competitive environment by ensuring stability in spectrum access as Türkiye transitions into the 5G era.

The 5G Auction: A Competitive and Confident Market

Türkiye's Ministry of Transport and Infrastructure confirmed the successful completion of the 5G frequency auction on October 16, 2025, advancing the nation's digital transformation efforts.

 

The auction allocated 400MHz of total spectrum, divided into 700MHz and 3.5GHz segments. However, the plan notably omits the 26 GHz millimeter wave (mmWave) band. Our latest analysis shed a light on the fact that 5G mmWave will remain best suited for high-traffic zones and specialized applications. For everyday users, the benefits are still limited.

 

Spectrum Auction Outcomes and Operator Allocations

The 5G auction distributed the total spectrum among Türkiye’s three national operators — Turkcell, Türk Telekom, and Vodafone Türkiye — under licences valid until 31 December 2042.

If we zoom-in a little on the 5G auction, we can see the balanced distribution of low- and mid-band spectrum ensures that Türkiye’s 5G networks will deliver both broad coverage and high capacity. The 700 MHz band, known as a “coverage band” penetrates buildings and extends rural reach — enabling nationwide 5G availability and improved indoor signal quality. Meanwhile, the 3.5 GHz band provides the large contiguous blocks of spectrum needed for high-speed data capacity and low-latency performance in dense urban areas. 

Together, these frequencies form a complementary mix that will enhance network efficiency, user experience, and overall Quality of Service (QoS) as operators roll out next-generation 5G infrastructure.

The 2025 5G spectrum auction represents a major leap forward, bringing Türkiye closer to global and regional benchmarks in spectrum capacity.

5G Service Launch: the next chapter begins

With commercial 5G services set to launch on 1 April 2026, the three national operators — Turkcell, Türk Telekom, and Vodafone Türkiye — are well positioned to deliver high-speed, low-latency networks that will enhance Türkiye’s digital competitiveness. 

 

According to BTK data, approximately 45% of smartphones currently in use across Türkiye are 5G-ready, providing operators with a strong foundation for early adoption and rapid network uptake.

 

In Opensignal’s Q3 2025 Global Network Excellence Index, prior to this 5G spectrum auction, Türkiye ranked 49th globally, and 18th among Large land area markets. This ranking reflects the country’s solid performance across key experience measures, including:

  • 4G/5G Availability  – 93.5%: Turkish users spend most of their time connected to modern mobile networks, reflecting the strong accessibility of high-quality connectivity
  • Excellent Consistent Quality (ECQ) – 75.6%:  Most of the time networks reliably support everyday applications like video streaming, video calls, and gaming.
  • 4G Download Speed of 41 Mbps.

As Türkiye moves closer to 5G commercialization, its standing in the Global Network Excellence Index is likely to improve — supported by wider coverage, higher speeds, and a more consistent user experience as operators advance toward next-generation networks.
